Executive Committee
The Executive Committee of Y&C Units shall consist of elected officers (President, Vice President, Secretary, and Treasurer), elected executive committee members, and chair of standing committees.
The Executive Committee shall have general control of the affairs and program of the Unit, subject to the authority of the Unit and the provisions of the Constitution and approved bylaws.
The Executive Committee shall render a report, containing the reports of all standing and special committees, at the regular meetings of the Unit.
Standing Committees
The work of the NAACP is done by standing committees and not in the General membership meeting. Only in rare instances when the President and/or Executive Committee has determined that a matter is time-sensitive and pressing should any discussion be allowed to take place during a general membership meeting.
In those instances, when they arise, the respective standing committee should take the lead by investigating and verifying/validating all facts, prior to the Unit taking any action.
Shall report in writing each month to the Executive Committee at its regular meetings.

Keeps full and accurate records of the proceedings of the NAACP Unit and of the Executive Committee
Keeps a record of all NAACP Unit members and their dues
Submits reports to the NAACP Unit and the Executive
Committee and a copy of same reports to State Y&C

Education

The Committee on Education shall: (1) seek to eliminatesegregation and other discriminatory practices in public education; (2)study local educational conditions affecting minority groups; (3)investigate the public school system and school zoning; (4) familiarizeitself with textbook material therefrom which is racially derogatory; (5)seek to stimulate school attendance; (6) keep informed of schoolconditions and strive to correct abuses where found; (7) investigate theeffects of standardized and high stakes testing practices; (8) teachercertification; (9) promote parental involvement in education; and (10) aimto be a center of popular education on the race question and on the work ofthe Association.

Politcal Action

The Political Action Committee shall: (1) seek toincrease registration and voting; (2) work for the enactment of municipal,state and federal legislation designed to improve the educational, politicaland economic status of minority groups; (3) seek the repeal of raciallydiscriminatory legislation; (4) work to improve the administration ofjustice; (5) work to secure equal enforcement of the law; and (6) keep theNational Office and the Unit informed of all proposed legislation whichaffects minority groups. The Committee shall be nonpartisan and shallnot endorse candidates for public office.
